An HR employee portal is where the employee goes for the things they would otherwise ask the owner: the handbook and the policy they need today, their own contract and letters, their timesheets and PTO balance, the forms to change their address or their bank, and the onboarding items still open. For a small employer it replaces the question at the door with a place to look. The handbook, findable
The current version, by section, with the employee's acknowledgement recorded against the version they signed. A policy the employee cannot find is a policy the employer cannot enforce.
The employee's own file
Contract, letters, timesheets, reviews shared with them, and the forms to change what changes: address, bank, emergency contact, withholding. Each change is a record with a date.
The open items
What the employee still has to sign, submit or return, with the reminder going to them rather than to the owner. Pro sends those.

From the vendors' own pricing pages: Homebase lists Essentials at $24 per location per month billed annually or $30 monthly, with a free Basic plan for one location of up to ten employees; BambooHR lists Core at $10 and Pro at $17 per employee per month; Deputy lists Core at $6.50 per user per month.
