Every figure on this page is computed from the inputs you enter, by the method stated below it. The only constants HeadcountDesk supplies are the published federal payroll tax rates and the overtime multiplier, each cited where it is used. The defaults are a worked example to replace with your own.
Can employers deny PTO? In most cases yes, when the handbook says how requests are decided and the decision follows it: notice not given, the coverage rule for that week already reached, a blackout period, the balance not there. What an employer cannot do is deny it for a reason the law protects, deny it inconsistently between employees, or refuse leave that a statute rather than the policy grants. The employee handbook template on this site writes the PTO rules once, free; HeadcountDesk Pro applies them to each request and records the decision.

Denials the policy allows
Insufficient notice, the coverage limit for the team that week, a blackout period, a balance that is not there. Each is a rule in the handbook, written before the request. The free employee handbook template on this site has the section.
Denials that are not allowed
Leave a statute grants, family and medical leave, jury duty, military leave and the state-specific ones, is not PTO and is not denied under the PTO rules. Nor can PTO be denied for a protected reason or inconsistently between similar requests.
Consistency and the record
The same rule applied to everyone, and each decision recorded with its reason. Pro keeps the request, the balance at the time, the decision and the reason.
Accrued time at leaving
Denying a request is not the same as canceling the time; the balance stays, and at leaving the policy or the state decides the payout. From the vendors' own pricing pages: Homebase lists Essentials at $24 per location per month billed annually or $30 monthly, with a free Basic plan for one location of up to ten employees; BambooHR lists Core at $10 and Pro at $17 per employee per month; Deputy lists Core at $6.50 per user per month. HeadcountDesk Pro is $24 a month per location.
